The gauges will self-test and sweep all the way to the right and then back to the zero position.
If you are still encountering issues, check to make sure that these are not free floating gauges. If they are, make sure to rotate the cluster until all needles are back at zero.
If they are not free-floating
then either the gauge is shot (won't move) and needs to be repaired or it needs to be re-calibrated correctly if it was somehow tampered with. The type of repair will depend on the year, make, and model.
